[01]SENIAT rules in 2026
What Providencia 121 required
Providencia SNAT/2024/000121 is dated 26 November 2024 and was published in Gaceta Oficial 43.032 on 19 December 2024. It set the rules for the companies that sell invoicing software: their systems had to be homologated (approved) by SENIAT, selling systems that were not homologated was banned, and each new version needed authorization.
For a shop owner it meant one thing: if you invoiced with a computer program, the program had to be on SENIAT's approved list. That is why so many vendors put “homologado” at the top of their sales pitch.

What changed on 12 August 2026
Providencia SNAT/2026/00084, published in Gaceta Oficial 43.435 of 12 August 2026, repealed Providencia 121 with immediate effect. It was signed by SENIAT's superintendent, Román Maniglia. Since that day, taxpayers no longer have to invoice with a homologated software system.
It came during a week of announcements about cutting paperwork for businesses. That same weekend the government also announced the end of the “cartelera fiscal” that shops had to put on display, and a tax reform before the end of 2026.

What did not change
- Fiscal machines are still mandatory where the rules require them. Providencia SNAT/2011/00071 sets the exclusive use of fiscal machines for certain taxpayers and activities, mostly retail-type sales. If you are one of them, nothing in 2026 changed that, and you can't swap the fiscal machine for just any invoicing program.
- Those who must use fiscal machines can't invoice on “formas libres”. They may use preprinted formats only in narrow cases, for example when the machine can't print the buyer's RIF in a sale between ordinary VAT taxpayers.
- Digital invoicing stays. According to the sources we found, Providencia SNAT/2024/000102, which governs invoices issued through imprentas digitales (authorized digital printers), was not part of the repeal.
- You still have to keep your invoicing in order. Firms have to keep their invoicing controls and be able to trace every document.
In short, what ended was the requirement that invoicing software be approved by SENIAT. The fiscal machine, the imprenta digital and the duty to invoice are where they were.

What a fiscal machine is, and who has to use one
A fiscal machine is a cash register or printer authorized for invoicing: it prints the invoice and records every sale in a fiscal memory that can't be erased. At the end of the day it prints the “reporte Z”, the day's totals. A fiscal printer works the same way, plugged into a computer.
Who has to use one only is set by Providencia 0071, which lists taxpayers and activities, mostly businesses that sell to the final consumer. We are not reproducing that list here because it depends on your activity and your type of taxpayer. Your accountant can tell you in one conversation whether you are on it.

What to do now
[01]
Find out whether you must use a fiscal machine
Ask your accountant whether your activity falls under Providencia 0071. That answer decides almost everything else.
[02]
If you already have one, keep using it
The repeal didn't touch fiscal machines. Don't disconnect it or sell it because of what you read about “no more homologation”.
[03]
If you invoice through an imprenta digital, keep doing it
The digital invoicing rule (Providencia 000102) was not repealed, according to the sources we found.
[04]
Don't pay extra just for “homologado”
Homologation isn't required today. Choose software for what it does in your business. But keep in mind SENIAT may set new requirements when it publishes the new framework.
[05]
Keep your books and your invoices in order
Keep your purchase and sales books with your accountant, and keep every invoice traceable. That duty did not change.
[06]
Check again in a few weeks
SENIAT hasn't published the new framework yet, and a tax reform was announced before the end of 2026. We review this page when there is news.

Where Arodeni Panel fits, and where it doesn't
Arodeni Panel is our system for sales, inventory and the cash drawer for small shops: prices in dollars at the BCV rate, verified Pago Móvil, store credit and closing the till. It issues delivery notes (notas de entrega) to print or send by WhatsApp, and every one says “Documento no fiscal”. It does not issue SENIAT fiscal invoices and does not connect to a fiscal machine.
- If your business must use a fiscal machine, you keep using it to invoice. The Panel helps you control sales, stock and the cash drawer alongside it.
- The accountant's summary the Panel exports is not a fiscal book: it is a summary of your sales, purchases and expenses so your accountant can prepare your returns.
- If you are not sure whether it fits your case, write to us before you start and we'll tell you honestly.
Companies that need invoicing, VAT withholding, IGTF and fiscal books in dollars and bolívares inside their own system usually need something else: a custom business system, built around how the company already works.
